GUIDELINES FOR NOC ELECTION – JALINGO 2022
ARTICLE 1:
EXECUTIVE POSITIONS TO BE CONTESTED FOR ARE:
- PRESIDENT
- 1ST VICE PRESIDENT
- 2ND VICE PRESIDENT
- 3RD VICE PRESIDENT
- 4TH VICE PRESIDENT ( STRICTLY FOR WOMEN)
- SECRETARY GENERAL
- DEPUTY SECRETARY GENERAL
- TREASURER
- PUBLIC RELATIONS OFFICER
ARTICLE 2:
TO BE ELIGIBLE TO CONTEST NOC ELECTION, YOU MUST BE A MEMBER OF THE BOARD OF A NATIONAL FEDERATION WHOSE SPORT IS IN THE PROGRAMME OF THE OLYMPIC GAMES.
ARTICLE 3:
ALL CANDIDATES CONTESTING FOR EXECUTIVE POSITIONS IN NOC ELECTION MUST BE PHYSICALLY PRESENT AT THE VENUE OF THE ELECTION.
ARTICLE 4:
ALL CANDIDATES FOR ELECTION INTO THE NOC MUST BE NOMINATED BY THE NATIONAL FEDERATION TO WHICH THEY BELONG.
ARTICLE 5:
THE CANDIDATE MUST FILL A NOMINATION FORM DULY SIGNED BY THE PRESIDENT OF THE FEDERATION AND MUST CARRY THE FEDERATION STAMP OR SEAL. IN VERY EXCEPTIONAL CIRCUMSTANCES, THE VICE PRESIDENT CAN SIGN FOR THE PRESIDENT AND THE FINAL ACCEPTANCE WILL REST WITH THE ELECTORAL COMMITTEE.
ARTICLE 6:
NOMINATION FORMS CAN BE COLLECTED BY CANDIDATES PHYSICALLY FROM NOC SECRETARIAT, NATIONAL STADIUM, SURU,ERE, LAGOS OR NOC LIAISON OFFICE IN ABUJA – ASSOCIATION OF NATIONAL OLYMPIC COMMITTEES OF AFRICA (ANOCA), KATAMPE ROAD, JAHI, ABUJA. THE FORMS ARE AVAILABLE FOR COLLECTION FROM 24TH NOVEMBER TO 10.00AM ON 6TH DECEMBER, 2022. THE FORM CAN ALSO BE REQUESTED ELECTRONICALLY OR DOWNLOADED FROM NOC WEBSITE: www.nigeriaolympic.org PHYSICAL COLLECTION AND RETURN OF NOMINATION FORMS WILL BE OPEN FROM THE HOJRS OF 11.00 A.M. TO 3.00 P.M. DAILY.
ARTICLE 7:
ALL NOMINATIONS MUST REACH THE NOC SECRETARIAT LATEST BY 12.00 NOON ON THE 6TH OF DEC. 2022. ELECTRONIC TRANSMISSION WILL BE ACCEPTED. IT SHOULD BE SENT TO OFFICIAL NOC EMAIL ADDRESS: nocngr@yahoo.com WITH A COPY TO: lanreglover@gmail.com
ARTICLE 8A:
A NATIONAL FEDERATION CAN NOMINATE CANDIDATES INTO ANY POSITION BUT SHALL NOT NOMINATE MORE THAN ONE PERSON FOR A PARTICULAR POSITION.
ARTICLE 8B:
A CANDIDATE CAN BE NOMINATED FOR ONLY ONE POSITION OF THE EXECUTIVE COMMITTEE. THERE CAN BE NO MULTIPLE NOMINATIONS.
ARTICLE 9:
ELIGIBILITY OF CANDIDATES FOR ELECTION
A: PRESIDENT
- The candidate must have been President of National Federation for not less than four (4) years.
- The candidate must have served in an Executive Position or the level of Commission of an International Federation, Continental Confederation or the CGF for a period of at least four (4) years.
- The nomination form must be accompanied with a letter from the IF or Continental Federation stating that the individual has served for four years or a letter of appointment to the Executive or Commission duly signed and stamped by the President or Secretary General of the IF, CF or CGF.
B: SECRETARY GENERAL
- (i) The Candidate must have been a member of the Executive Board of a National Federation for at least four (4) years.
- The Candidate must have served in an Executive position or the level of a Commission of an International Federation, Continental Confederation or CGF for at least two years.
- The nomination form must be accompanied with a letter from the IF or Continental Federation stating that the individual has served for four years or a letter of appointment to the Executive or Commission duly signed and stamped by the President or Secretary General of the IF,CF or CGF.
C: ALL CANDIDATES
- Candidates for other positions in the Executive Committee must be members of the Executive Committee or Board of National Federation of sports whose programme is in the Olympic Games.
ARTICLE 10: ELIGIBILITY TO VOTE
EXECUTIVE POSITIONS TO BE CONTESTED FOR ARE:
- Any Nigerian member of the IOC
- President or delegated representative of each of the National Federation of Sports in the programme of the Olympic Games. In case of a Representative, a letter of authority from the President of Federation duly signed and stamped must be presented to the Electoral Committee at the venue of the election
- A Nigerian Representative of the Commonwealth Games Federation CGF
- A Nigerian Representative of ANOCA
- Any Nigerian Executive member of IF responsible for Sports in the Olympic Games
- Two Representatives of Athletes (Male & Female)
- Representative of the Government Agency responsible for Sports
- Representative of Nigerian Sports Medicine Association
- Representative of NUGA
- Representative of School Sports
- Representative of CISM
ARTICLE 11: VOTING
EXECUTIVE POSITIONS TO BE CONTESTED FOR ARE:
- Voting by Proxy is not permitted
- Voting shall be by Secret Ballot and there will be open system of counting.

- Where there are two candidates, a simple majority will determine the winner.
- In case of a tie, the voting shall be repeated. If it is still tied, the incumbent will be declared winner.
- If the two candidates are new contestants, a toss of the coin will decide the winner.
- Where there are more than two candidates, the winner will require an absolute majority i.e. 50% plus one. If there is no clear winner, the other candidates except the two leading candidates shall withdraw and voting repeated. A simple majority will be required in the run off.
ARTICLE 12: PROTEST
EXECUTIVE POSITIONS TO BE CONTESTED FOR ARE:
- A protest must be filed with the Appeals Committee within 24 hrs of the Election, and must be accompanied by the sum of Two Hundred and Fifty Thousand Naira (N250,000.00), being the appeal fee. The fee is fully refundable if the appeal succeeds, but will be forfeited to the NOC if the appeal fails.
- The appeal is only limited to the conduct of the Election.
ARTICLE 13: AFFILIATION FEES
ONLY NATIONAL FEDERATIONS THAT HAVE PAID THEIR ANNUAL AFFILIATION FEES, UP TO AND INCLUDING YEAR 2022 WILLL BE ELIGIBLE TO PRESENT CANDIDATES AND TO VOTE AT THE ELECTION.
NB: FAILURE TO COMPLY FULLY WITH THE GUIDELINES CAN INVALIDATE YOUR NOMINATION.
