From Research to Reform: NOC Finance Officer Completes MEMOS Project, Advances Strategic Budgeting for Financial Sustainability

Galadima Jesse, Finance Officer of the Nigeria Olympic Committee (NOC), has successfully completed the Executive Masters in Sports Organisation Management (MEMOS) programme, culminating in the final defence and public presentation of his research project, “Improving the Budgeting Process for the Financial Sustainability of the Nigeria Olympic Committee.”

The project translates advanced learning in sports management into a practical budgeting framework designed to support the NOC’s long-term ambitions. It brings together participatory budget preparation, annual and rolling multi-year planning, alignment with strategic priorities, and regular budget performance reviews.

The proposed approach is intended to enhance financial foresight, support effective resource allocation, reinforce accountability and provide decision-makers with timely information. It also creates a foundation for more coordinated programme delivery and proactive funding strategies. Implementation remains subject to the NOC’s management and governance approvals.

“The true value of this achievement is in applying what I have learned to create lasting institutional impact,” Jesse said. “A strategic budgeting framework can help turn organisational priorities into clear, measurable financial plans.”
